Previously, Aram held the role of Chief Technology Officer, where he led large-scale infrastructure projects, spearheaded next-generation network deployments, and introduced cutting-edge digital services that positioned the company at the forefront of technological advancement.
With deep expertise across telecom, digital transformation, and enterprise technology, Aram combines strategic vision with hands-on technical leadership. Govan Shukri
Deputy Chief Executive Officer
As Deputy CEO of DIL Technology and Head of Procurement, Govan Shukri plays a central role in shaping the company’s strategic direction and leading large-scale digital infrastructure and connectivity initiatives that define DIL’s strong position in Iraq’s telecom sector. A core member of the executive team since the company’s founding, he brings a rare combination of academic depth and executive leadership. He holds a PhD in telecommunications regulatory frameworks and oversees high-value partnerships, complex vendor ecosystems, and mission-critical infrastructure development.
Govan drives operational excellence with a strong focus on efficiency, sustainability, and long-term value creation. He also serves as a member of the Industry Advisory Board of the College of Business at American University of Duhok, where he contributes industry insight to support academic excellence and the development of future business leaders. Whether advancing regulatory strategy, strengthening global partnerships, or contributing to academic-industry collaboration, he brings a multidisciplinary, strategic approach focused on delivering lasting impact.
Mohammad Dergham

Mohamad Dergham is a seasoned telecommunications executive with over 20 years of international experience leading growth, transformation, and innovation across the Middle East and Asia. As Chief Commercial Officer of DIL Technology, he drives sales, marketing, and strategic partnerships to expand the company’s footprint and deliver cutting-edge connectivity solutions.
Before joining DIL Technology, Mohamad held senior leadership roles at Ericsson, including Vice President for the Ooredoo Group, where he spearheaded multi-country operations, secured landmark 5G and managed services agreements, and drove revenues exceeding USD 600 million annually. He also advised global telecom operators and technology companies on digital transformation, 4G/5G deployment, and market expansion strategies.
Holding a Master’s degree in Electrical Engineering from The George Washington University, Mohamad combines technical expertise with visionary leadership, building high-performing teams and fostering long-term value creation.
